A block is part of the circle if its center lies within radius (diameter ÷ 2) of the circle’s center. The outline keeps only blocks that touch the outside. Odd diameters have a single center block, which makes it easier to line up with doors and paths; even diameters center on the corner between four blocks.
Use the per-row counts to place blocks layer by layer. For spheres, build several circles of changing diameter.
Odd diameters (like 15) give a center block; even ones (like 16) don’t.
